Off-topic, but a minor correction here -- bilingual teaching in MA is 
perfectly fine, and can be done openly, particularly in "2-way_ or dual 
immersion programs.  However it requires signed waivers and uses a 
somewhat complex process apparently designed to discourage students 
from entering these programs.  It's not easy, and the law is definitely 
anti-bilingualism, but it's not illegal.

Otherwise I basically agree with your analysis.
