You haven't given us the usual useful information - platform, openssh version, etc. Does 'ssh' work locally, or from any other machines? e.g., does ssh localhost work? I have openssh-3.5p1 installed on an Mandrake 7.2 box (kernel 2.2, but that shouldn't matter), and 'putty' works fine to it.
