You can get an implementation of XFree86 in cygwin
(http://www.cygwin.com/). It doesn't integrate nicely with Windows the
way the commercial products do, and I've never puzzled out how to make
it see keyboard/mouse combinations that are intercepted by Windows... but
it works and may be what you're looking for.
