Following up to myself I do see this in 
/proc/acpi/processor/CPU0/performance:

state count:             6
active state:            P0
states:
   *P0:                  3067 MHz, 20000 mW, 250 uS
    P1:                  3067 MHz, 20000 mW, 250 uS
    P2:                  3067 MHz, 20000 mW, 250 uS
    P3:                  3067 MHz, 20000 mW, 250 uS
    P4:                  3067 MHz, 20000 mW, 250 uS
    P5:                  1600 MHz, 15000 mW, 250 uS

So if I'm in state P0 at 3067MHz maybe it's the right thing after all?
