The PATH environment variable in Windows is similar to that in Linux,
except that it is global. 

Essentially, if you are going to use gpg from the command line (on
Windows it would be called gpg.exe) you probably need it in your path or
use the full path. 

I forgot exactly how to set environment values in Windows NT based
systems, but it is relatively easy.
