locale problem

On my SuSE 9.0 box at work, when I open up a shell in konsole, I see the 
message:
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or 
directory
locale: Cannot set LC_ALL to default locale: No such file or directory

When I log into a tty in text mode, it doesn't happen.
When I use xterm, it doesn't happen.
When I log in as root in konsole, it DOES happen, which is confusing.

I don't know enough about how the locale system gets set up to diagnose 
this, but I've been comparing files between my home box and my work box, 
and I haven't found the silver bullet.


Any clues?
