Update to Windows audio issue

I have the Task Manager opened right now, with only the Opera web browser, Task Manager, and Windows Media Player running, the CPU usage is at 60%.  

If I scroll the web page (no flash or Java on it), the CPU usage goes up to 100%, and when not scrolled, if there is a cracking in the audio, that will also spike the CPU usage up to 100%.
