VoIP quality -- 911 reliability

Certainly John.
It's an interesting issue since the phone companies are trying to fight VOIP 
tooth and nail. 

Today, the bottom line is that consumers are starting to use VOIP as their 
home phone to replace POTS, and it is a reasonable replacement in many 
cases. And, VOIP is being marketed as such. So, people go out and buy VOIP 
for $25/Mo or less unlimited calls, without reading the fine print. 
Additionally, many people are using cell phones as their only phone 
service.
