Or there may be packet loss which could be caused by a problem with the 
modem or the line.  That could cause dialup-like speeds.  I had a problem 
like that recently, and they saw that the signal was too low and send a 
tech out who decided to replace the modem.  I usually try pinging the 
gateway to determine if I'm having a problem like that.
