a) Dude, it was a joke.
b) I live in Waltham, which (last I checked) was firmly ensconced in MA.
c) CBA: cost: waiting for MS to support OpenDocument or training
people to use OpenOffice
benefit: having documents that aren't in a closed format.
conclusion: having government documents in a non-open format is bull
and should be declared illegal.
