Two methods occur to me:

1. Use Gimp-Fu, the built-in scripting feature of Gimp. I know
nothing much about it, except that it exists and can do this srt
of thing.

2. If you can replicate the effect through Image Magick filters,
(http://www.imagemagick.org/script/index.php) then you can do it
as a shell script. Most distros have packages for Image Magick;
it's just too useful, even on a non-X machine, to leave out.
