If you are willing to use it, Opera e-mail can queue outgoing messages,  
and you can disable periodic auto fetches (I'm thinking POP3, not IMAP).  
That way, you can go to the Outgoing view and change things (afaik! Very  
likely..) before committing  to the rest of the world.

[pros and cons]
Opera has an e-mail composer that is a very-barebones text editor (e.g. no  
Find, primitive word wrap, although it links to an external spelling  
checker.) But, its messages, although stored in a very-commonplace format,  
are indexed; messages + index files must constitute a database. Finding an  
arbitrary string works beautifully, even on an old machine and 10,000s of  
messages. It has a trainable spam filter that labels spam differently, and  
lets you see only the messages so labeled. Takes a while to settle, but it  
does label well.

Of course, any e-mail client that queues outgoing messages and doesn't  
send them until you tell it to would take care of this.
