Careful, "Public Domain" is an overloaded term. I understand you to
mean "public not private".  However, in capital letters,  "Public
Domain" is a copyright term, and can only occur in specific situations
-- when explicitly so stated or when natural or legal copyright holder
fails or is barred from copyright renewal.
