comcast dhcp leases

It's probably just your neighborhood, and they're preparing to
change the addressing scheme there -- split a node or something.

First they drop the lease time to an hour. That means that
when they drop the lease time to five minutes, everyone is ready
within an hour or so. Then they issue new addresses with a one
hour lease, make the router changes, and see if everything is
good. If so, the next set of leases is good for a week or so.

At least, that's how I would do it, and I think it's how they
do.
