Need download tool recommendations

When I was in your situation (back when I only had dialup) I solved my
problem by buying a USB flash drive, going the the public library
(where they had high-speed access), and downloading what I needed onto
my flash drive.

I would suggest that a flash drive and a library membership are wise
investments.
