Strange keyboard behavior

i am running on a windows XP laptop and an HP Integrity server with a
Belkin KVM i get lower case when caps lock is on but cannot lower case
the <> for period or comma no caps lock does give me UPPER case shift
key does not work.

The only way I know of to get out of it is to restart the Display
Manager (in this case, GDM). It only happens very occasionally though.
