sda4 was not mount, how to force remount missing drive - please help

I try this 
#mkdir /mnt/sda4
# mount /dev/sda4 /mnt/sda4
and 
# mount /dev/sda4 /mnt

with the same error:
mount; /dev/sda4 already mounted or /mnt busy


Andy ideal?
