I've looked into this, and there is at least one utility that I believe 
will do this. It's called Ghost for Linux (g4l). It may just use dd to 
make the clone however, so I am not sure if it will do exactly what you 
are asking, but I vaguely recall reading something that said it was 
possible to restore to a drive of a different size. Here's the FreshMeat
