RCN DNS?

I've always preferred to run my own DNS server. By having it local,
I get much better performance than I would from a DNS server
outside my home network.

A quick google search turned up a couple DNS servers for Windows.
BIND 9 is supported on Windows, for example:

    http://www.isc.org/index.pl?/sw/bind/

If you need a GUI and you don't mind a closed-source solution,
there's also SimpleDNS:

    http://www.simpledns.com
