Some splitters don't pass the "back channel" required by the modem. 
Ditto for distribution amplifiers. Sometimes they do, but only on 
certain taps. You have to check the labeling on the device.

Yup. Trace things back to the demarcation point and see what the 
splitters and amps say along the way.
