noob postgresql user question

after much head scratching it seems my host has it set up so i can only 
add databases and users via cpanel and that is currently broken.  their 
support people are working on fixing it.

i specifically chose postgresql do to it's similarity to oracle.  i've 
developed a taste for writing procedures and the like.
