Debian has an active ARM branch. See
http://www.debian.org/ports/arm/ where it says:

As of our latest release, Debian GNU/Linux 5.0.0, the following
ARM sub-architectures are fully supported:

    * footbridge: we fully support Netwinder machines and
    * Simtec's CATS evaluation board
.... and a bunch more

So, yes, 2.6 kernel and all.

Maybe I should dig my Netwinder out.
