Pretty much:  Right on.
SVN is specifically designed to never lose any information, so "clean up"
doesn't really make any sense.  The only meaning of "clean up" that I know
is to "svn rm" files you don't need in there anymore, and then remove the
history ... which is not a usual operation, and not trivial to do, but
perfectly described in David's email above.
