Yup.

I recommend the carrot, not the stick.

In other words, buy a super-spiffy medium-speed color laser and a nice
high-speed mono laser. Make sure the mono has an envelope feeder. Put
them in a conspicuous location which is not on anyone's desk. When people
ask you for access, give it to them. (Not automatically; set them up
when they ask.)  A few weeks later, find out if they're still so
attached to their desktop printers.

Depending on the type of organization, a poster near the new
printers pointing out their advantages would be good.

- Lower cost of ink
- Less waste (ink cartridges, wrappers)
- Lower electrical costs
