Sometimes you look in the fridge to search for the mustard, and you can't
find it because it's front and center.  ;-)

You can just modify your http and tomcat startup scripts, to check for the
existence of the nfs mount.
if [ -d /mountpoint/www ] ; then
...
else
...
fi
