As a preliminary step, defrag the Windows disk to maximize the size of 
the free space at the end of the Windows partition.   A (free) trial 
copy of "DiskPerfect" does a better job of this than the built-in 
Windows defragger.

After that, you can use the built-in Windows tool to resize (shrink) the 
Windows partition.
