This is an interesting observation. For Debian, I agree with you.

For Ubuntu (desktop), my experience is that the upgrade QA done by Canonical
is woefully inadequate.

If you do not want to deal with tons of weird problems after an Ubuntu
upgrade, I'd say you are better off reinstalling. Or, at the very least, you
need to blow away the config directories for the window manager. That means
you are then forced to reinstall/reconfigure everything about your graphical
environment.

So maybe that comment on the Mint FAQ is not that far off - at least for
Ubuntu.
