The device will list all applications that:

* You've previously purchased, including free applications.  Obviously.

* That are compatible with the device and OS.  Applications that require Honeycomb won't be listed on a device running Frozen Yogurt.  Applications that require specific hardware like a GPS sensor are supposed to be excluded on devices lacking that hardware.

* And that are available in the store.  If an application is no longer available in the store then it won't be listed.  Obviously?  This is the one case where an out of band backup tool like Titanium would be useful.
