One other possibility is to use PuTTY rather than WinSCP. PuTTY's
software includes a command line tool, Plink, that works much like the
ssh line. A quick Google confirms people are using this with
Dreamweaver, so you could likely benefit from their experiences.

The advantage would be that you would be using ssh/scp from Windows,
and would not have to set up any additional software on the server,
nor expose any other services.
