Don't know why I didn't think of this before.  Chrome.  We have a
chromebook, and it does exactly this.  Nothing but web.  Includes flash.
Works great.  Super fast and lightweight.  They have virtual appliances of
the Chrome OS available somewhere...  Not sure where.  I know if you install
Parallels on the mac, it comes with some sort of one-click link to
autoinstall a Chrome OS guest VM.  I bet virtual appliances also exist for
vmware, and hopefully virtualbox (or whatever they're calling it now.)
