While correct, neither android nor ios can be "fully" backed up without jailbreak / root...  (but there's a good chance you can backup all the stuff you care about)...  I guess neither can a windows or mac or linux be fully backed up without an administrator or root user account, or equivalent permissions.

But the idea that you can't fully backup without shutting down is incorrect.  For at least android, windows, mac, and linux.  I don't know if there's such a thing for ios.
