Neither steam nor ice are water; water is liquid dihydrogen monoxide.
Steam is gaseous dihydrogen monoxide, and ice is solid dihydrogen
monoxide.

Besides which, "something that wets" is one of the definitions of wet;
both steam and ice will do that.
