basic tenet of craftsmanship, one that's been largely forgotten in 
today's software and manufacturing industries. PHBs don't care about the 
quality of the products they're ostensibly in charge of producing. They 
care that the products gets pushed out the door on time and under budget 
because these look good to senior management and lead to bonuses and 
promotions. Problems can be "fixed in release" and blame can be foisted 
on the incompetent employees.
