That is very true, not only with commercial software but also with
OpenSource.
Commercial software requires revenue generation. Companies can cut down
on maintenance to increate their margins. remember that support is a
cost center, not a profit center.

In Open Source a lot depends on the interest of the development team.
Again, if the primary developers get tired of it, they can leave, and in
many times a good product goes dormant.
