The Department of Energy has for some years required that all
copyrightable software funded by DoE educational and research grants
which is publicly published be published under an open source license or
have the copyrights transferred to the DoE. The DoE maintains a site for
distributing said software and related papers.

The Department of Education have been examining a change from their
current model to one similar to Energy's although this new RFC may
supersede that.

I don't know about any of the other Departments.
