This instructable gives a design for building a toolbag insert to make
your tools more accessible:

In a nutshell, it comes down to some thin plywood and bits of PVC tubing
to prop up your screwdrivers and such so most things are stored vertical
and nothing is piled on top of anything.

The important bit is less about the specific design and more about the
concept, which you'll likely need to alter to fit your specific tool
collection, anyway.

The design is inspired by Adam Savage's ("Mythbusters") custom made
toolboxes. The above has a picture of one. There's a video floating
around somewhere in which Adam shows off a few of his toolbox designs,
and explains how they evolved. Way more elaborate than most people could
justify building, but again, one can take ideas from it and implement in
a simpler fashion.

Nice stuff, but impractical unless you've got the space and the budget
to spend thousands on storage. Makes sense if its your business. Not so
much for a hobby.
