I am not familiar with the bootloader code, but I do know that this is the longstanding reason the team uses not to move Arduino to the faster 20MHZ Atmega.

From their point of view, it is more than the bootloader - many users just use loop counts as a measure of time / delay… it comes natural to new programmers, especially in this model.
