The quietest subtractive method I have seen seems to be laser technology.
 Laser cutting is available fairly inexpensively either manufactured, or
DIY, in various sizes.  Like the additive method, it has very light
'cutting head' since the laser is typically NOT mounted on the head, just a
mirror and sometimes a collimator.

Another relatively light head is used on plasma cutters for cutting metal.

Both of those are really subtractive methods.

Good software for driving any of these is either EMC2/Linux CNC or Mach
series of software.   Both are relatively inexpensive.
