[BLU/Officers] Moving off of Wikispaces

That site will be discontinued in about a month and a half.  Greg 
Rundlett tried to start a conversation about it last month with no 
resolution.  Personally I'm a big believer in wikis, and like some more 
than others. I would be in favor of at least setting up another one, 
even if we didn't move over the content from the existing one.  If we go 
with an implementation with decent security (like Foswiki) instead of 
one of the "Information wants to be free" ones, maintenance should be 
minimal if we install our own or use another free resource somewhere.

What do the rest of you think?
