halting system, getting "INIT: error reading initrequest"

Subject: halting system, getting "INIT: error reading initrequest"

I got the kernel compiled and running, but when I try to
halt the system, I get the message
   "INIT: error reading initrequest"
Does anyone know what might cause this and
what the problem might be?
