Broadcasting over a network

At a previous job, the MIS department would sometimes send out a broadcast
message that would pop up as a dialog box on the windows machines. You
know, something like "Server will be going down in 5 minutes".

I would like to do that at my small company but have no idea about how to
start. Is there something that needs to be installed on the client side? I
don't even really know what howto to look at for guidance.

Any pointers??
