Fixed tagging of BLU lists

I've replaced the tagging of the BLU lists; instead of prefixing the
subject line, I've added two extra headers:

    X-List-Info: $LIST at blu.org; Majordomo $VERSION
    X-Sender: $SENDER

I added this on the announce, discuss, and volunteers lists and digests.
