I can't help you with RH specifically, but it might be worth your time to try Debian potato. I can confirm that it does install onto a 486 laptop with no serious obstacles. I can even send you matching kernel image and PCMCIA modules packages as *.deb files which are known to work on my IBM ThinkPad 701, which is a 75 MHz mobile 486 with 16 MB RAM. One important detail you omit is the type of PCMCIA cards you are using.
