Cable modems and personal firewalls....

We're addressing a problem where people on
cable modems want to VPN onto the company.

We would like the to be:

Running a firewall that we can control

A VPN that will not let you in unless the FW is running..

A FW that is more or less locked or invisible to the users...
  so far we are looking at Network Ice, Sybergen, F-secure.
any ideas are more that appreciated...
