Since everyone else is getting into the mix. For the most part, I use plain old Bourne shell scripts for most of my scripting needs because of their portability. I have scripts in my library that go back to 1980. I also have some scripts I stole from John Chambers and probably everyone else I worked with. But, the bottom line is, as Tom pointed out, is to use the best tool for the job. I probably would not even consider a shell script as a CGI since Perl is normally more appropriate.
