That's actually not the case that I've observed. I have changed my settings several times on my laptop, both at MIT switching from a dynamic IP address (home and work) to a static IP address without the need for a reboot or a restart of X. The other day I took my laptop off the public net at Compaq, put in a static IP address, transferred a file, then reconnected it to the public net.
