I suggest checking out phpwebhosting.com as a terrific low-cost provider. I 
host my web site (blueturnip.com) with them, and I just moved two client 
sites over to them. Cost is only $9.18/month. 

They offer unlimited email boxes, 100MB disk space (more if needed at no 
extra cost), MySQL database, custom CGI, PHP4, only SSH access (no telnet), 
FTP, access to raw logs, cron, etc. Their servers run linux.

They do not resell, do not tolerate warez/porn/etc., and only communicate via 
e-mail (i.e., no phone support) - but that's why the cost is so low.
