I usually have access to URLs, but much of that time only with lynx. I attempted to handle an address change with lynx re: discuss at blu.org but the page was obscure in text mode. I like the interface the debian lists use. You send your request, and they send a r-f-confirmation. Whoever is receiving the list has the control. What more is necessary for a public list?
