OpenBSD 3.0 upgrade to 3.1



i'm trying to recompile my system to do the ssh
configs.  I  cd into /usr/src then when i do "make
build".  it gives me an error and says "stopped at
line 75 of Makefile".  lines 74, 75, and 76  of the
makefile are as follows:

74   .endif
75   cd ${.CURDIR}/share/mk  && ${SUDO}  ${MAKE}
install
76   cd ${.CURDIR}/include && &{MAKE} prereq && exec
${SUDO} ${MAKE} includes

I am really stuck. what should i do?
