Overqualified?!?!



I'm confused as to how you reconcile these two statements:

So, you'd only rather compete on your merits with respect to unions?
When to comes to competing for a job in the first place, you'd like
employers to place your geographic origin before your merits?

Am I missing something in the context I've omitted?
